David McCabe is a senior public safety leader, educator, and emergency management professional with more than 25 years of experience spanning law enforcement leadership, disaster and incident management, large-scale event safety, and nonprofit governance.
David’s career includes extensive experience in incident command and crisis leadership, with operational roles in nationally significant events such as the Republican National Convention, Super Bowl LII, NCAA Final Four, presidential inaugurations, and major professional sporting events. He has also held key leadership positions during complex emergencies, including service on the regional Incident Management Team during the COVID-19 pandemic, where he supported crisis action planning, continuity of operations, and interagency coordination at the city, regional, and state levels.
In addition to his operational leadership, David is an adjunct instructor with Texas A&M Engineering Extension Service (TEEX), where he teaches Department of Homeland Security / FEMA incident management and leadership courses to public safety professionals nationwide. His instructional approach emphasizes applied learning, coaching and mentorship, and scenario-based decision-making designed to prepare leaders for real-world complexity and uncertainty. He regularly designs and facilitates large-scale tabletop and discussion-based exercises focused on emergency preparedness, command and control, and cross-jurisdictional coordination.
David holds a Master of Professional Studies in Emergency and Disaster Management from Georgetown University and a Bachelor of Arts in Sociology with a Criminal Justice concentration from the University of St. Thomas. He is a Certified Sport Security Professional (CSSP) and holds multiple FEMA incident management certifications.
Beyond his professional and academic work, David has demonstrated a long-standing commitment to community service and governance, serving on several boards of directors for local nonprofit and charitable organizations. His work is guided by a values-based leadership philosophy centered on integrity, mentorship, and public service.
